Burj Khalifa has 163 floors above ground and 2 basement levels. The building is divided by use: basement parking (B1–B3); Armani Hotel Dubai (floors 1–8 and 38–39); residential apartments (floors 19–108, over 900 units); corporate suites and offices (floors 111–154); At.mosphere restaurant (floor 122); At the Top observation decks (floors 124 & 125); At the Top SKY observation deck (floor 148); and The Lounge (floors 152–154). The spire above floor 163 houses communications equipment and is not accessible to the public.
Navigating the Burj Khalifa can be confusing for first-time visitors — not all floors are accessible to the public, and the observation deck entrance is inside Dubai Mall, not at the tower’s base. The three basement levels house parking for approximately 3,000 vehicles, serving residents, hotel guests, office tenants, and visitors. Access to visitor parking is through Dubai Mall’s parking facilities, with sections P2 and P3 closest to the Burj Khalifa lower ground floor entrance.
The ground floor is the main public entrance level, housing the registration and security checkpoint for visitors heading to the observation decks. The Burj Khalifa connects directly to Dubai Mall at the lower ground floor (Level LG) — the observation deck entrance and ticketing area is here. The Armani Hotel Dubai occupies floors 1–8 and 38–39 of the Burj Khalifa — the only hotel located inside the world’s tallest building. Designed entirely by Giorgio Armani, the hotel has 160 rooms and suites across these floors, eight dining venues, a spa, and a private pool. Hotel guests have direct access to the Burj Khalifa building without going through Dubai Mall. The hotel’s dining venues are open to non-staying guests with a reservation.

The majority of the Burj Khalifa’s floor area — floors 19 through 108 — consists of private residential apartments. The tower contains over 900 apartments, ranging from one-bedroom units to four-bedroom penthouses. These floors are not open to the public. Apartments in the Burj Khalifa are among the most expensive residential addresses in Dubai, with views of the fountain, the Gulf, and the desert depending on orientation and height.
Corporate office suites occupy several blocks of floors in the upper third of the building, providing prestigious office addresses with panoramic views of Dubai. Tenants include multinational corporations and financial institutions. These floors are not open to the public. Floors 125–135 are classified as corporate space despite the proximity to the public observation deck on floor 125.
At.mosphere on floor 122 is one of the world’s highest restaurants, at 442 metres above ground. It serves international fine dining cuisine across breakfast, lunch, and dinner sittings, with panoramic floor-to-ceiling glass views of Dubai’s skyline. Advance reservations are required — it is not included in observation deck tickets. Smart casual dress code applies. At.mosphere holds the Guinness World Record for the highest restaurant from ground level.

Floors 124 and 125 house the At the Top observation experience — the main public viewing decks accessible with the standard Burj Khalifa ticket. Floor 124 (452 metres) features the outdoor open-air terrace and the Sky Map indoor gallery with interactive exhibits and telescopes. Floor 125 (456 metres) houses the glass floor — transparent panels offering a direct view 455 metres straight down — and the Arabic-inspired interior with geometric design details.

A second block of corporate office suites occupies floors 139–147, situated between the main observation decks (124/125) and the SKY experience (148). These floors are not accessible to the public.
Floor 148 is the highest publicly accessible observation deck in the world, at 555 metres. The At the Top SKY experience here is hosted and premium: dedicated fast-track elevator, personal guest ambassador, SKY Lounge with seating, complimentary beverage and Arabic dates, and an outdoor observation area at 555 metres. Time on floor 148 is capped at approximately 30 minutes; after that, the SKY ticket includes unlimited access to floors 124 and 125.

The Lounge at Burj Khalifa occupies floors 152, 153, and 154 — reaching a maximum height of 585 metres (1,920 feet). It holds the Guinness World Record as the world’s highest lounge. The Lounge is a dining and beverage experience with premium cocktails, mocktails, and light bites; panoramic views; and live entertainment on selected evenings. Access requires a separate reservation — it is not included in any observation deck ticket. Smart casual dress code applies.

The upper floors of the Burj Khalifa above The Lounge house mechanical and building systems equipment. The spire extends from floor 163 to the building’s total height of 828 metres — an additional 244 metres of structural steel housing communication antennas and equipment. The spire is not accessible to the public but is visible from up to 95 kilometres away on a clear day.
The main observation deck is on floors 124 and 125 (At the Top). The premium observation deck is on floor 148 (At the Top SKY). The world’s highest lounge is on floors 152–154 (The Lounge).
